In 1984, the state of disrepair in downtown Bloomington was at a level that is all but unimaginable today. It was then, more than twenty years ago, that a commission was formed to address the much-need restoration and revitalization. Originally named the Commission for Bloomington Downtown, the organization was incorporated as a 501(c)(6), or member-driven non-profit organization. The primary goal was then, and remains today, to benefits the organization's members by fostering the revitalization of downtown.

In 2005, the name changed to Downtown Bloomington, Inc. to reflect a broader membership base, which now serves more than 140 members representing small business owners, restauranteurs, property developers, individual residents and local government. Downtown Bloomington, Inc. manages the Bloomington/Monroe County Convention Center, one of the many amenities now available in downtown Bloomington.
